Statutory Responsibilities and Powers of the District:

The Acme Improvement District was initially established in 1953 by petition to the Circuit Court and ratified by enactment of a special act of the Florida Legislature, Chapter 28557, Laws of Florida, Special Acts of 1953. All special acts relating to the District to provide a single comprehensive special act charter that details all of the legislative powers of the District was codified in Chapter 2003-330 in the Wellington Charter. These legislative decisions dictate that the District functions as a dependent entity of Wellington, while retaining its powers as a water control district. This legislative act authorized Acme to reclaim and drain the area within the designated boundary description, and to construct and maintain canals and other drainage works for the purpose of making the area habitable for both settlement and agriculture. The powers of Acme have expanded and changed based on the following legislative decisions:

Laws of Florida Chapter 70-856: Expanded the powers of Acme to include the provision of water and sewer services, recreation areas and facilities, roads, and street lighting.
Laws of Florida Chapter 90‐416 and 91‐371: Expanded the powers of Acme to include the provision of recreation areas and facilities through Acme’s maintenance taxes, user fees and other available revenues.
Laws of Florida Chapter 75‐470: Name change in 1975 to the “Acme Improvement District”

In 1995 the Florida Legislature enacted Laws of Florida Chapter 95‐496, which effective December 31, 1995 established a Charter for the Village of Wellington. At this time Acme became a dependent district of Wellington and the Charter addressed this relationship as follows:

The Acme Improvement District, an independent special district created by a special act of the Legislature, shall become a dependent district of the Village of Wellington on March 28, 1996. All special acts of the District shall become ordinances of the Village on that date.

This provision was supplemented by an Interlocal Agreement between Acme and Wellington dated June 22, 1999, which formally authorized Wellington to act on behalf of and agent for the District. This agreement provides detailed description of these assigned powers. All special acts relating to the District to provide a single comprehensive special act charter that details all of the legislative powers of the District was codified in Chapter 2003-330 in the Wellington Charter. These legislative decisions dictate that the District functions as a dependent entity of Wellington, while retaining its powers as a water control district.

Compliance Officer

Acme Improvement District has designated a compliance officer for website disability-related accommodations. The compliance officer has received training in website accessibility and updates the site in accordance with those best practices. Contact our accessibility officer to report an issue.

In addition to testing with users with a wide range of disabilities and coding our website to WCAG standards, Acme Improvement District regularly scans its website to ensure ongoing compliance, and makes timely changes to any inaccessible changes, if any are found.
